Supporting MACRA / MIPS Value-Based Care

The 2015 MACRA Act authorized Medicare & Medicaid to establish the Merit-Based Incentive Payment System (MIPS). MIPS combines parts of the former Physician Quality Reporting System (PQRS), the Value-Based Modifier (VBM), and the Medicare Electronic Health Record (EHR) incentive program into one program that measures physician practices on quality, resource use, clinical improvement and meaningful use of certified EHR technology.

Technology is a Requirement

Under MACRA, physicians must create comprehensive patient care plans, share that plan in print or electronic form, and provide 24/7 access for each patient and their designated caregivers. Providers must demonstrate patient engagement and care coordination capabilities, as well as communication with other doctors, and interoperability with EMR systems to their patients’ benefit.

Value-Based Payments

MACRA also established the Quality Payment Program that CMS says will help it advance toward a model of paying for value and better care. The first MACRA / MIPS reporting requirements went into effect on January 1, 2017 with the first financial penalties for non-compliance set to take effect January 1, 2019.
